LOCAL INCENTIVES: The City offers a number of incentives and funds specific services to assist business retention, expansion, relocation and start-up in Chico.
Foreign Trade Zone
Location: 1,500 acres within Chico Municipal Airport Region
Audience: Import/export distribution businesses within the zone
Details: Allows importers and exporters to defer, reduce, or eliminate US Customs duties or excise taxes; duty is not paid until goods are withdrawn from the foreign trade zone for domestic sale in the US.

Recycled Market Development Zone
Location: Chico
Audience: Recycling based businesses or businesses that use recycled materials located in the zone
Details: Provides low interest loans and business assistance

Capital Access Loans

Audience: Businesses in existence for greater than two years
Details: Loans generally between $25,000 and $75,000; administered through 3Core.

Details: Potential to coordinate planned public improvements with private development.

Early and Free Project Review Assistance
Location: Within City limits
Audience: Businesses expanding, starting, relocating within City limits
Details: Businesses and builders may have their projects reviewed and guidance given by various City officials (Building, Planning, Fire, Engineering, Economic Development, etc.) to assist the project through the regulatory process.

Priority Permitting
Location: Within City limits
Audience: Industrial businesses
Details: Policy allows for prioritizing industrial/manufacturing permit process that generate new and/or expanded job opportunities.
Butte Community Employment Center
Location: Businesses in Butte County
Audience: Employers needing assistance with recruitment and training.
Details: A one-stop service in Chico provides hiring and training services, labor market information, and direct business assistance.

Talent Recruitment and Retention Services

Audience: Base level (export) employers
Details: Assistance in talent development, retention and attraction through collaboration with industry, higher education, workforce development service providers, local government and Chico Economic Planning Corporation (CEPCO).
